海南省农业的产业关联与波及效应分析
摘 要 农业是国民经济的基础产业，定量分析农业与其他产业关联效应，对推动一二三产业融合具有理论支撑作用。依据海南省2012年投入产出数据，运用投入产出法分析海南省农业与国民经济其他产业的产业关联与波及效应情况。结果表明：海南省农业对大多数产业既有拉动力又有推动力，后向需求拉动作用大于前向供给推动作用；海南省农业对农业、食品制造业和烟草加工业、住宿和餐饮业等产业的前向供给推动作用较明显，对农业、食品制造业和烟草加工业、化学工业、交通运输、仓储和邮政业、批发和零售业、金融业等产业的后向需求拉动作用较明显；海南省农业产品价格变化对食品制造和烟草加工业、住宿和餐饮业、木材加工品和家具制造业等产业产品价格的影响较大。

Abstract Agriculture is the basic sector of national economy. Quantitative analysis of the effect of correlation between agriculture and other sectors gives a theoretical support to the promotion of convergence of primary， secondary and tertiary sectors. Based on the input and output data of Hainan province in 2012， the correlation between and the ripple effect of agriculture and other sectors were analyzed by using the input-output method. The results showed that agriculture had both pulling and driving forces acting on most sectors， and the backward demand pulling force was greater than the forward supply driving force in Hainan province. The agriculture sector had an obvious forward supply driving force acting on agriculture， food manufacturing， tobacco processing， hotel and catering sector， and had an obvious backward demand pulling force acting on agriculture， food manufacturing， tobacco processing industry， chemical industry， transportation， warehousing， postal sector， wholesale and retail trade， and financial sector. The price change of agricultural products had great impact on the prices of food manufacturing， tobacco processing， hotel and catering sector， wood processing and furniture manufacturing sectors.

海南素有“天然大温室”之美誉，是国家热带现代农业基地。“十二五”期间，海南省产业结构明显优化，以冬季瓜菜为品牌的热带特色现代农业增速位居全国前列，三次产业比重调整为22.7∶23.7∶53.6[1]。2015年12月14日，海南省人民政府提出《关于加快转变农业发展方式 做大做强热带特色高效农业的意见》，指出坚持农业在全省经济社会发展中的基础地位、支柱地位不动摇，坚持把农业作为全省农村奔小康、特色城镇化及农民持续增收的重要产业支撑不动摇，加快转变农业发展方式，推进产业深度融合，构建热带特色高效农业产业体系[2]。2015年12月30日，国务院办公厅印发《关于推进农村一二三产业融合发展的指导意见》，指出推进农村一二三产业融合发展，是拓宽农民增收渠道、构建现代农业产业体系的重要举措，是加快转变农业发展方式、探索中国特色农业现代化道路的必然要求[3]。如何推进农业与其他产业深度融合成为海南乃至中国需要研究的重要课题，分析海南省农业与其他产业的关联效应显得尤为必要。国内许多学者对农业与其他产业的关联进行了研究，而以海南省为研究对象的较少。刘军锋等[4]运用灰色关联分析方法，计算海南省农业与农业内部各产业、农业与其他产业增加值的关联度，对海南农业经济发展进行分析；郑远强[5]采用灰色关联分析方法，测算海南省热带农业与第一、第二和第三产业增加值的关聯度，对热带农业与三大产业的关系进行分析。目前尚无运用投入产出分析法对海南省农业产业关联效应进行研究的报道。本研究以《海南省2012年42部门投入产出表》为数据来源，运用投入产出分析法研究海南省农业与国民经济其他产业间的技术经济联系，进而为海南省农业自身的结构优化，以及与其他产业的融合发展提供决策支持。
