生物医药产业发展的思路设计、路径构架及对策：湖南例论
摘 要 由于传统支柱产业发展速度趋缓，湖南要加快发展新兴支柱产业——生物医药产业.提出湖南生物医药产业发展的总体思路，以及使思路得以合理性和科学性的支撑路径，包括：对湖南生物医药产业的发展状况进行调查，剖析产业发展现状，发现存在的问题.在依托产业园发展生物医药产业当中，要分析产业园的产业环境，改进和完善产业园的运营管理机制，解析产业园的商业开发模式，解读产业园区的投融资与招商政策，酝酿出台新政策，提出产业園的发展战略.并从加快生物医药产业全产业链建设、构建生物医药产业的产业创新平台等方面，提出培育和发展湖南生物医药产业的对策及措施.

Abstract The development of traditional pillar industries is slowing down.Hunan should speed up the development of new pillar industries—Biomedical industry.This paper puts forward the general idea of the development of Hunan bio-pharmaceutical industry，and the supporting paths to rationalize and scientifically support the idea，including：investigating the development situation of Hunan bio-pharmaceutical industry，analyzing the development status of the industry，and finding the existing problems.In the development of bio-pharmaceutical industry relying on industrial parks，it is necessary to analyze the industrial environment of industrial parks， to improve and perfect the operation and management mechanism of industrial parks， to analyze the commercial development model of industrial parks， to interpret the investment and financing and investment policies of industrial parks， to formulate new policies，and to put forward the development strategy of industrial parks.The countermeasures and measures for cultivating and developing Hunan bio-pharmaceutical industry are put forward from the aspects of accelerating the construction of the whole industrial chain of bio-pharmaceutical industry and constructing the industrial innovation platform of bio-pharmaceutical industry.

1 研究背景和问题的提出
长期以来，第二产业尤其是工业在湖南的经济增长中发挥着重要作用，湖南工业领域当中的有色钢铁产业、装备制造业、石油化工产业、建材产业一直是传统优势产业.例如，有色金属产业曾经长期支撑了湖南经济的发展，湖南享有“有色金属产业之乡”的美誉.不过，现在这个传统优势产业已经大不如前，产业发展速度变得缓慢[1].2017年，黑色金属矿采选业、有色金属冶炼及压延加工业、黑色金属冶炼及压延加工业、有色金属矿采选业等4个有色金属产业，其投资分别下降27.2%，17.2%，14.1%和13.5%.2017年，湖南省工业增加值增速为7%左右，工业对经济增长的带动作用，由以往的主引擎逐步变为次动力.石油、化工、水泥、钢铁、有色、电力等产业仅增长1.8%.
2016年，湖南省根据传统优势产业近年来的主要产业指标情况，在工业领域评选出13个工业支柱产业.这些支柱产业的增加值一般要占全省规模工业的60%左右.湖南13个支柱产业可以分为3个层次.一是非金属矿物制品业、化学原料和化学制品制造业、烟草制品业、有色金属冶炼和压延加工业、农副食品加工业、计算机通信和其他电子设备制造业、专用设备制造业7个产业的增加值，占湖南省规模工业增加值的比重均在5%以上，这些产业可以列为湖南支柱产业的第一层次;二是有色金属矿采选业、非金属矿采选业、印刷和记录媒介复制业、铁路船舶航空航天和其他运输设备制造业4个产业的增加值，占湖南省规模工业的比重不到5%，但其主营业务收入占全国同行业的比重在5%以上，这些产业可以列为湖南支柱产业的第二层次;三是汽车制造业、生物医药产业近年呈现持续较快发展，为湖南省的新兴产业.2016年，汽车制造业增加值增长36.1%，增加值占湖南省规模工业增加值的比重为4.3%.2016年，生物医药产业增加值增长14.1%，对湖南规模工业的增长贡献率为5.7%.汽车制造业、生物医药产业可以列为湖南支柱产业的第三层次.
