电力党风廉正心得体会
江泽民总书记在中纪委四次全会上指出：“治国必先治党，治党务必从严”。因此，如何加强党风廉政建设是我们党所面临的亟待解决的一个重要内容。
一、加强教育
加强教育就是加强学习，包括政治理论的学习、现代化专业技术知识、现代化管理知识的学习、法律法规的学习等等。学习是提高认识水平的过程。通过学习提高党员、干部认清形势，正确分析问题、判断问题和解决问题的能力，增强和牢固树立全心全意为人民服务的意识，真正落实江泽民总书记关于“三个代表”的思想。加强学习是保持清正廉洁的一个最基础的方法。加强学习，不仅可以开阔眼界，增长学识，增强工作的本领，而且有利于陶冶情操，提高道德修养。思想境界高了，道德修养加强了，对个人的名誉、地位、利益等问题就会想得透、看得淡，就能自觉地把精力最大限度地用在勤奋工作上，而不会去斤斤计较个人的得失，更不会去利用手中的权力与职工群众争利、谋取私利。通过学习提高认识、提高思想觉悟，就能够正确处理国家、集体和个人三者的关系问题，摆正个人利益与企业、国家利益的关系，就能从思想上、行动上正确认识和行使我们手中的权力，就能正确对待摆在我们面前的诱惑。
党员干部队伍建设的基础是教育。重点应强调如何加强“四信”。即坚定对马克思主义的信仰，坚定对社会主义的信念，增强对改革开放和现代化建设的信心，增强对党和政府的信任。
二、树立正确的利益观
所谓利益就是好处。随着社会的发展，经济体制改革，计划经济向市场经济转轨，大家可能意识到国家、集体、个人的利益关系发生了微妙的变化。
要树立正确的利益观，必须在思想上、行动上、作风上增强公仆意识，自觉摆正同人民群众的关系。如果把权力当作为个人、家庭和小集团谋取私利的手段，就必然导致私欲膨胀，那是很危险的。一些党员、干部遇到好的待遇处处为先，认为理所应当。现在我们有一种倾向就是个人利益的实现没有按照民主监督的渠道获得，如此一来，必然存在厚此薄彼的问题，即使这件具体事情上满足了这部分个人的利益，但是总体上说就伤及到集体的利益以及其他更多的个人的利益。职工群众意见一大堆，闹情绪、心理不平衡。时间一长，就会造成职工队伍的不稳定，直接影响到日常工作的开展。
所以说，共产党员和党的干部必须树立正确的利益观，必须坚持党和人民的利益高于一切，个人利益服从于党和人民的利益，决不允许以权谋私。作为党员干部，更应该率先垂范，做反腐倡廉的先锋、廉洁自律的表率。一个单位的党风、作风状况的好坏，关键在于领导班子、在党员、在干部，有了一个党风好、作风正、勤政廉政的领导班子，一个企业才能稳定，才能发展。做到思想上管住，从行为上约束，这样才能带领广大干部职工搞好企业的各项工作。
在某些具体利益上，我认为在强调个人奉献的同时，组织上应该予以解决，而且不能因人而解决。否则，只倡导付出，而不图回报是不能广泛推广的，这样的行为将导致更多的人为了维护个人的利益而放弃集体和国家的利益。
当前，党员干部队伍中存在的比较突出的问题是：党员干部中极少数人不爱学习、不讲政治、不讲正气，理想信念不坚定，不能理论联系实际，实际工作中解决实际问题的能力不强；一些管理水平和业务素质不高，在驾驭企业、克服困难的能力不强；还有一些人不能正确处理个人利益与国家和人民利益的关系，不注意自己的言行 以权谋私，在职工群众中引起了一定程度的不满，损害了党在企业中的威信与形象。
对党员、对干部来说，要牢固树立马克思主义的世界观、人生观、价值观，牢固树立正确的权力观、地位观、利益观。在权力观、地位观、利益观中，权力观是基础，是起决定作用的，有什么样的权力观，就有什么样的地位观、利益观。我认为：党员、干部，要经常想一想当初入党是为什么，现在当干部应该做什么，将来留点什么？想清楚这三个问题，也就是要解决世界观和权力观的问题。供电部门由于这个行业所具有的垄断的特点，我们的党员、干部、职工在工作中或多或少都有一定的“权力”，我们就应该树立正确的权力观。从理论上说，最根本的是要解决好始终保持党同人民群众的血肉联系的问题。对于在党员干部中存在的不廉洁问题，不仅要从经济上看，而且要从政治上看。贪污受贿，与用户串通损公肥私贪赃枉法，就是腐败。由于滥用权力使客户、职工群众的利益受到不同程度的损害，那么最后必然失去大家的拥护和支持。这是需要我们每个党员干部要警醒的。加强教育是一种手段，要自重、自省、自警、自励。内因是主要的，起决定性作用。而外因要通过内因起作用。要首先战胜自己不正确的价值取向，经常剖析自己的行为举止，才能在廉洁的问题上做好。我们要经常在思想上用廉和贪进行斗争，就看谁斗的过谁。
三、加强可操作措施的起用，真正落实监督。
除了加强学习以外，加强监督也是防止腐败、防止不廉洁的一个重要手段和环节。特别是在国营企业，任何个人不能以个人名义代表组织去给部分人或者个别人谋利益，要坚持民主集中制原则，变个人“施舍恩赐”体现为组织的关怀，做到公开、公正。要经得起职工群众的监督。各级党员干部都要加强自律意识，自觉接受监督。无论是党员、干部还是职工，你手中有权，求你办事的人多，遇到的诱惑和考验也多，无论什么情况下都要把握住自己，洁身自好，清廉自守，千万不要干“一失足成千古恨”的蠢事。党组织和群众的监督是一种警戒，是一面镜子，要经常“斗私批修”。经常想一想、照一照，检查一下自己有什么不足和缺点，及时加以改进和纠正，对自己的成长有好处。小洞不补，大洞吃苦。如果对自己的缺点视而不见，发展下去，没有不出问题的。
党员、干部要从主观意识里树立“监督也是关怀”的思想。对领导者进行监督是一个党员、公民的权利。贪官广西贵岗市原副市长李乘龙在被判处死刑后曾经说过这样的话：我任玉林市委书记５年的时间里，没有一个人找我谈过话，如果在我犯错误的时候，有人提醒一下，我也许不会走上死路。先抛开没有人对他进行监督，关键是李乘龙对给他监督的人持什么态度？如果李乘龙诚恳、虚心地自觉接受监督，如果他能够与周围的人平等地交流，在世界观和利益观里树立的是全心全意为人民服务，他肯定不会走上死路。
加强党风廉政建设、树立正确的利益观光靠教育和觉悟远远不够的，还应该从制度入手，采取科学有效的手段。依法办事，加强有效监督，从源头上把关。在这方面，发达的资本主义国家起步比较早，相对法制比较健全和完善，在杜绝腐败方面值得我们借鉴。
例１：据介绍，１９９９年１０月－２０００年１０月，法国国家行政法院受理的公务员行政违法案件仅仅５８件。说明法国在预防、保持公务员廉洁从政上确实有一套行之有效的措施和办法。在法国有一套严密的法律体系，包括成文或不成文在内的全部国家法律秩序。如：法国政府，通常每人只允许携带不超过３０００法郎的现金支付小额开支。法律规定企业经营者不许给工人支付现金等，这样既防止逃税现象，也减少行贿受贿行为的发生。从源头预防腐败，保证公务员清正廉洁。待遇优厚，减少腐败。公务员的薪俸数额不仅根据服务量的多少决定，也考虑到维持公务员的社会地位符合其职位的尊严，第一、法国公务员的报酬一般要高于企业工作人员。据介绍法国企业工作人员的最低收入每月７０００－８０００法郎，而一般公务员月为１万法郎。中级公务员每月２－３万，高级公务员每月５－６万。部长的报酬更高，每月从总理处领到月５万法郎的现金（以红包的形式发放，免交个人所得税。一般公务员的奖金相当于报酬的１５－３０％，高级公务员的奖金为５０％－６０％。第二、福利待遇也比企业优厚。孩子入托免费，政府提供相当于低于市场价格２５％的低租金住房，退休金（服务期为３５年），按照最后半年的平均数的７５％发给（规定每两年涨一次工资）公务员还享受安家费、入学补贴、公休、病假、产假和社会保险等福利待遇，第三、法国公务员工作稳定有保障，基本上端的铁饭碗，没有后顾之忧。外出度假消费比企业人员要便宜一半左右。这些优厚的待遇、令人羡慕的社会地位，能使绝大多数公务员产生优越感和自律意识，从而减少了腐败的发生。这个例子包含的主要含义是“法制健全，难以腐败”、“待遇优厚，减少腐败”。如果你要腐败，就势必要考虑腐败成本问题，值不值。
例２：电子政务：２００２年４月１１日，我们国家监察部副部长干以胜参加了在意大利召开的“电子政府与发展”的国际会议。电子政府是时代发展和社会进步的重要体现。对促进政府廉政建设，提高工作效率具有重要的积极意义。朱熔基总理在政府工作报告中指出：适应改革开放的新形势，建设廉洁、勤政、务实、高效政府的要求，要加快政府职能的转变，加快政府管理信息化的建设，推广电子政务，提高工作效率和监管有效性。２００５年北京要建成体系完整、结构合理、高速宽带、互联互通的电子政务网络体系。电子政务的实施有利于从源头上防止腐败的发生，促进公务人员廉洁从政。提高了行政审批的透明度，使政府的组织形态从金字塔式垂直结构向纵横交错的水平网络结构转变。在统一的服务平台工作，标准相同，简化办公手续，减少来来往往的环节，最低程度控制由于人的主观因素造成的对政策理解的偏差，也利于上级主管及时发现、监督下级的工作情况。
例３：法国政府“小金库”即所谓秘密资金，自１９５８年开始设置。每年都由国家拨一笔专款投入小金库。多年来，这些专款从未公开过，也不接受税法的监控。目前，各部部长平均每月可以从小金库支取１３．１万法郎的费用用于奖金发放和请客吃饭。２００１年早些时候，希拉克总统被指控在１９９２年－１９９５年担任巴黎市长期间，曾动用国家２４０多万法郎巨额现款购买机票，带着女儿及几名亲信多次到国外旅游观光。希拉克解释说巨额现款来自小金库，并辩称这是国家对他以前曾经多次担任过部长、两度担任过总理等职务的奖赏。一时间民怨沸腾，强烈要求政府改革小金库制度。现任总理若斯潘根据民意，推出了具有改革性质的“卢日罗报告”。根据这个报告，政府从２００２年１月１日起第一步先在内阁成员中推行新的小金库制度。主要措施是：（１）秘密资金“透明”：每名部长将有一笔审批并记录在案的公开款项，仍然由部长自由支配；（２）所谓黑钱变白钱：钱花到了何处，来龙去脉都必须做出清楚的记录，并公开其指出款项；（３）所谓白钱不能白吃：如果作为奖金部分使用的款项，必须明确打入每个获得者的工资单上，照章纳税。
从以上的例子中，我们看到，腐败也好、不廉洁自律行为也好，正如邓小平同志曾经说过的：好的制度可以使坏人不能做坏事，坏的制度可以使好人不能做好事。但有了好的制度、完善的制度，还远远不能杜绝或者减少腐败行为、不廉洁行为、以权谋私行为，还有一个环节就是具体落实，即人人从我做起，各个责任部门要切实负起责任来，使每个党员、干部、职工，即手里掌握一定职权的人，牢固树立廉洁自律的意识，形成一个社会舆论氛围。这里又牵涉到公民道德问题、除尘滤布职业道德问题等范畴。
据心理学家研究表明，人都是有欲望的，前一个欲望的成功，会促使后一个欲望的递增；前一个欲望受阻，后面的欲念递减。侥幸心里，如果第一次违纪违法顺利得手后，容易给违法者一个错误的引导，认为事情做得很隐秘，只有天知地知，露不了馅。所以有了制度还不够，还要加强制度建设，加强具体落实，是保证廉政建设的有效手段。应该从体制上入手，制度要有可操作性。不能只停留在书面上和口头上。
四、认真落实“三个代表”的思想。
抓好党风廉政建设的最终目的就是树立执政党在人民群众心目中勤政为民的形象，是落实“三个代表”的重要内容。因此，在实际工作中，我们的党员、干部如何能够赢得职工群众的认可，我认为应该从以下几方面着手。
１、充分作好调查研究工作，虚心听取群众的意见，努力改进工作，真正想群众之所想，急群众之所急，办群众之所需。我们建立了领导干部联系点制度，目的也是要加强领导干部对基层、业务的联系，更好地掌握第一手资料，避免偏听偏信。要树立正确的权力观，必须破除“官本位”意识，有的党员干部时间一长，慢慢忘记了自己入党、当干部时的初衷，脑子里个人升官发财的思想滋长，把党和人民的利益抛到了脑后。在这种念头的驱使下，有的到处拉关系、找靠山、跑官要官、买官卖官、甚至杀人谋宫，有的官僚主义、形式主义、家长制习气严重，有的贪图享乐、贪赃枉法，有的拉帮结派、任人唯亲等等。作为党员、干部必须明白，我们是共产党人，要立志做大事，不要立志当大官，千万要防止把升官发财作为自己的人生目的。如果你的“官”不是为国家和人民的利益服务干出来的，而是靠“跑”、“要”、“买”来的，那不仅不光彩，最后还要栽跟头。要把心思用在工作上，用在为职工群众谋利益上，至于个人的升降去留，应坦然地接受党和人民的选择。
２、选准用好一个人，就等于树立一面旗帜，是领导用人的导向。最根本的最可靠的办法就是充分发扬民主，走群众路线。群众的眼睛是雪亮的。干部的优劣和是非，群众看得最清楚，也最有发言权。孟子说：“左右皆曰贤，未可也；诸大夫皆曰贤，未可也；国人皆曰贤，然后察之；见贤焉，然后用之。”意思就是要从多数人的意见中考察了解一个人。要注意发现那些埋头苦干、任劳任怨、政绩突出而不事张扬的人，廉洁自律是党员、干部的立身之本，所谓“清生明，廉生威”，说的就是这个道理，党员、干部的威信很大程度上来自于自身的廉洁。
国电公司今年作为公司系统“求真务实、作风建设年”。要求本系统的党员、干部要认真学习贯彻党的十五届六中全会《决定》精神（２００１年９月２６日），对照“八个坚持、八个反对”的要求，《决定》集中解决思想作风、学风、工作作风、领导作风和干部生活作风方面存在的突出问题。民主集中制是我们党的根本组织制度和领导制度，充分发扬民主，维护集中统一，是加强和改进作风建设的重要环节。集体领导、民主集中、个别酝酿、会议决定，是党内议事和决策的基本规则。“三重一大”原则，即企业重大决策、重要干部任免、重要项目安排和大额度资金使用等事项，必须严格按照决策程序办事，由领导班子集体讨论决定。这是北京局纪委每年对基层直属党组织进行检查的重要内容之一。要做到“五提倡、五反对”：（１）提倡表里如一，言行一致，反对口头上拥护，行动上不执行；（２）提倡知无不言，言无不尽，反对固执己见，不执行集体决定；（３）提倡胸怀全局，服从整体，反对搞本位主义，个人主义，于已有利的就执行、不利的就不执行；（４）提倡敢于负责，勇于探索，反对违背集体决定各行其是，另搞一套；（５）提倡坚持真理，修正错误，反对不经党委讨论修正，擅自更改集体决议，对违反规定的行为要严肃处理。
３、必须解决好对待群众的态度问题。共产党员无论何时何地，都不应该把个人利益放在第一位，而应以个人利益服从于民族的人民的利益。邓小平同志指出：中国共产党员的含义或任务，如果用概括的语言来说，只有两句话：全心全意为人民服务，一切以人民的利益作为每一个共产党员的最高准绳。在日常工作中，有些同志不能正确对待手中的权力（领导者的权力、岗位职责的权力…）总觉得高人一筹。任何人都不能把国家赋予的权力当成谋取小团体、个人私立的工具，决不能“不给好处不办事，给了好处乱办事”。更不要为了蝇头小利而丧失原则乃至人格，我们大家在一起工作、学习共事，对于具有人格魅力的同志都有明显的高度认可，愿意与其接近，愿意与其平等的真实地交流，压滤机滤布厂家这样一来形成了较好的工作氛围，有助于客观公正地对人和事物做出正确的判断。每个党员特别是党员干部，都应该珍惜自己的工作岗位，共同维护好集体的形象，时刻记住权力是人民给的，水能载舟亦能覆舟。时刻牢记自己手中的权力是人民赋予的，要为人民掌好权、用好权。我国宪法规定：中华人民共和国的一切权力属于人民。作为党员干部“必须运用人民赋予的权力为国家的安全、发展和富强服务，为人民群众的团结富裕和安宁服务”。绝不能把它变成谋取个人或少数人私利的工具。
４、必须自觉接受职工群众对行政权力的监督。江泽民同志指出：正确的权力观的确立，要依靠他律与自律相统一的机制。使权力运行逐步走上法制化轨道，司法监督、行政监督、政党监督、群众监督、舆论监督等。对于监督问题，一些人接受，一些人一听说要监督就心里感到不舒服，认为是组织上对他不信任，甚至还有抵触情绪。我认为，要把党和群众的监督看成是对自己的关心和爱护，而不应该看成是和自己过不去，有损自己的威信。作为党员、干部要有气度和胸怀，虚心接受来自各方面的批评和监督，以利于集思广益，取长补短，克服缺点，少犯错误。
５、加强思想道德修养。
左传中讲：人生有三不朽：即立德、立功和立言。其中立德被古人列为首位，可见古人对道德修养的重视程度。道德品质是党员干部的成事之基、立业之本。当前改革开放正在向纵深方向推进，包括分配方式等多样化的趋势日趋明显。每个人都要努力改造世界观和思想道德修养，做到自重、自省、自警、自励。在目前法律机制还不十分健全的情况下，个人道德自律更为重要，要管好、管住小节，防微杜渐。放任小节，由小节不保到大节有失，这是犯大错误的规律。要经常反思自我、解剖自我、完善自我，要讲究官德，努力实现政治坚定性与道德纯洁性的统一，我们要对照执行。要经常用正反两方面的事例来提醒自己，尤其是用反面案例来经常撞击一下自己的心灵，要警醒自己。用镜子经常照照自己，不要总拿镜子照别人。
俗话说“千里之堤，溃于蚁穴”。小腐败就是我们党和人民事业的千里之堤的蚁穴。所谓小腐败就是手里有点权力就想方设法捞点好处。老百姓管这叫做“经手三分肥，雨过地皮湿，雁过拔根毛”小腐败是大腐败的潜伏期和萌芽期。热衷于搞小腐败并从中尝到甜头的人，一旦有机会也必然会大腐败。落马的大大小小官员们无一不是如此慢慢演变的。特别是随着工作岗位的变动，职务升高、权力的变大或掌握了实权后，身边容易围拢一些企图借权谋私的人，百般阿谀奉承、引诱，容易头脑发热。还有在做出突出成绩获得了较高荣誉的时候，易产生骄傲自满、忘乎所以的情绪，放松对自己的要求。或者会对生活标准产生不满足感，就会利用手中的权力进行权钱交易，自我满足。位置即将变动，权力和影响将减少或要消失的时候，有些干部在前途广阔，进步有望，宏图待展的时候对自己要求很严。但在年纪大了，面临退休、工作调整，失去实权或长时间没有升迁，自认为进步无望等时候，心理容易失衡，产生机会不多了，前途无望了，不如抓紧时间捞一把的冲动。也就是说一个人的原则立场可能会在不经意间就会因麻痹大意而丧失，从而必将使自己处于被动地位，导致不良结果。因此无论你干什么工作，从事什么职业，都必须把坚持原则，作为做人处事的第一要旨。尤其是党员、干部，在别人的糖衣炮弹面前，一定要保持清醒的头脑，充分认识到原则问题无大小，始终坚持原则立场，否则就会滑向堕落的深渊，走进罪恶的泥沼。
总之，开展党风廉政教育，树立正确的利益观是非常必要的。要求我们的广大党员、干部要不断学习，提高自我防范意识，提高抵御各种不良思想倾向的能力，才能够在各种复杂多变的环境中站稳立场，才能使企业的根本利益不受侵害，才能保证我们职工个人利益不受威胁。就需要大家的共同努力，维护好党风廉政这个局面。
